8th Ward President Ben Phillips emcees 17th Annual City Employee's Black History Program

Chairman of the 8th Ward Independent Democratic Assoc. Ben Phillips, was photographed Feb. 1 in the Rotunda of City Hall as he accepted a Proclamation from Mayor Francis G. Slay designating February as Black History Month in the City of St. Louis.  Phillips, who is Parking Operations Supervisor for the City Treasurer's Office, was a planner and Master of Ceremonies for the City Hall event that launched Black History Month.
